It is a blistering summer day, and tensions across the city are already at white-hot levels when the city suffers a total power loss. While an opportunistic politician (Culp) maneuvers to take advantage of the situation, the mayor (Burr) and his chief assistant (Brown) struggle to maintain safety. But all too soon, the mob mentality takes over, as thousands of residents release their pent up anger. While the police risk their lives, a beautiful young socialite (Purl) searches the riot zone for her father. But amid the terror and the tragedy, new alliances are formed as people from all walks of life come together in moments of courage.
